SAN FRANCISCO | Artificial intelligence is moving into a more serious phase: less product-demo spectacle, more infrastructure, power demand, security review and governance risk.

The shift matters because the AI boom is no longer just about who has the smartest chatbot or the flashiest model launch. It is about whether data centers can connect to the grid, whether advanced models can be tested for security risk, whether companies can finance the power-hungry buildout, and whether regulators can keep up without turning innovation into paperwork.

Reuters reported that the U.S. Commerce Department removed from its website details about an agreement with Google, Microsoft and xAI to test advanced AI models for security vulnerabilities. A separate Reuters report earlier described the companies giving government scientists early access to models for national-security evaluations. The important point is not the website deletion alone. It is that AI safety review has become a live governance issue for some of the world’s most powerful technology companies.

Security concerns are practical. Advanced models can help defenders find vulnerabilities, summarize code, detect anomalies and speed up incident response. They can also help attackers automate reconnaissance, generate phishing, test malware variants or identify weaknesses faster than traditional teams can respond. That dual-use reality is why model testing has moved from academic debate to national-security infrastructure.

NIST’s AI Risk Management Framework gives organizations a way to think through trustworthy AI, including governance, mapping, measurement and management. CISA’s work on secure-by-design principles and critical infrastructure security adds another layer. Together, the message is clear: deploying AI at scale is not only a product decision. It is a security and resilience decision.

The power question is just as important. Reuters has reported that U.S. electricity demand is expected to hit record highs in 2026 and 2027 as AI use and data centers grow. That puts AI directly into the utility planning conversation. If data centers cannot get timely interconnection, projects slow. If utilities build too quickly without cost discipline, ratepayers can face higher bills. If regions cannot add enough reliable power, economic development can collide with grid constraints.

That is a major change from the first stage of the AI boom. The early story focused on model performance and investor enthusiasm. The current story is about physical constraints: substations, transmission, water use, backup generation, chips, cooling, cyber controls and long-term contracts for electricity.

For technology companies, the new burden is proof. Investors want growth, but they also want to know whether AI spending will produce durable revenue. Customers want tools, but they also want security, compliance and reliability. Governments want innovation, but they also worry about models that can be misused in cyber, biological, chemical or military contexts.

The financing side is becoming more visible. AI data centers require enormous capital. That can involve debt markets, long-term power contracts, chip purchases, land, grid upgrades and specialized construction. If interest rates stay higher because energy prices revive inflation, the cost of financing AI infrastructure also rises.

That connects the technology story to the energy story. A world of expensive oil and constrained grids makes the AI buildout more complicated. Data centers may not use gasoline, but they depend on the same broader capital and energy system that inflation shocks can stress.

For businesses adopting AI, the lesson is to avoid treating the technology as magic. A company should ask what data the system uses, what risks it creates, how outputs are reviewed, who is accountable for errors, how cybersecurity is handled, and what happens if a vendor changes access or pricing. AI governance is becoming a normal part of corporate risk management.

For consumers, the concern is less visible but real. AI systems may help with search, customer service, education, banking, health navigation and workplace productivity. But poorly governed systems can leak data, make errors, deepen bias or encourage overreliance. A tool that feels convenient can still carry hidden risk.

For public agencies, the challenge is speed. Slow rules can become obsolete. Loose rules can leave critical systems exposed. The most realistic path is not blanket panic or blind adoption. It is targeted testing, clear accountability, transparent risk management and sector-specific safeguards where the consequences are highest.

That is why the government testing debate matters. Voluntary safety reviews may help build trust, but voluntary systems depend on cooperation and consistency. Mandatory reviews may improve accountability, but they can also raise questions about capacity, confidentiality and whether smaller firms can compete.

The AI story of 2026 is therefore becoming less abstract. It is about infrastructure that uses electricity, software that can shape security risk, companies that must justify spending, and regulators trying to understand systems that move faster than normal policy cycles.

The next phase will be judged by whether AI becomes useful without becoming reckless. That means better models, but also better governance. The winners will not simply be the companies that build the largest systems. They will be the companies that can prove those systems are reliable, secure, accountable and worth the energy they consume.

The governance challenge is made harder by competition. Companies do not want to slow launches while rivals move ahead. Governments do not want to block innovation. But neither side wants to explain a preventable AI-enabled security failure after deployment.

Model testing before public release is one attempt to close that gap. It gives researchers time to probe for dangerous behavior, but it also raises questions about how findings are shared, who sees sensitive information and whether companies must act on results.

NIST’s role is important because it gives organizations a common vocabulary. Without a framework, every company can define safety differently. With a framework, boards and regulators can ask more concrete questions about risk identification, measurement and mitigation.

CISA’s critical infrastructure perspective matters because AI systems increasingly touch sectors where failure is not merely inconvenient. Energy, finance, telecommunications, transportation, health care and public services all depend on digital systems that can be targeted.

The data-center buildout also creates local political issues. Communities want jobs and tax base, but they may worry about water use, electric rates, land use and backup generation. AI infrastructure can be economically attractive and locally controversial at the same time.

Utilities are being asked to plan for demand that may arrive faster than traditional industrial growth. A factory might take years to plan. A data-center boom can create clustered demand in a shorter window, stretching interconnection queues and transmission planning.

Businesses adopting AI should create internal rules before problems occur. They should decide what data cannot be entered, what outputs require human review, when customers must be told AI is involved and who is responsible for errors.

Investors should also be cautious about treating AI revenue and AI spending as the same thing. Capital expenditures can rise quickly. Payback can take longer. The firms that win may be those that turn infrastructure into dependable, secure services rather than those that simply spend the most.

Consumers may never see the data centers or security tests behind AI services, but they will live with the results. A reliable system can save time. An unreliable one can mislead, expose information or create decisions people cannot appeal.

The more AI becomes infrastructure, the more it should be judged like infrastructure: resilient, secure, auditable and useful. Hype can launch a product. Trust keeps it in service.
